It’s still airing in NY. I consider when it first came on, most likely past due 70s. It was once extra of a reminder for other folks to act like responsible folks and know where their youngsters were and what they have been doing (and now not drinking, smoking, vandalizing, normally being a risk to society). That's Debbie Allen, from the TV show, Fame. She played a dance trainer and choreographed the show. "She has been nominated 20 times for an Emmy Award (winning three), two Tony Awards, and has also won a Golden Globe Award and received a star on the Hollywood Walk of Fame in 1991" (Wikipedia). It was once a PSA that ran at 10pm on network TV with quite a lot of well-known other people. Parents and children did not have cellphones or no matter. It was once about making sure your children were house and protected.

R9 The PSA itself doesn't appear creepy to me, however possibly Debbie Allen makes it appear creepy? Anyhow it's attention-grabbing how society was, in the United States. I believe this complete ‘Do you know where your children are’ campaign happened as a result of…..again within the day we preferred to drop acid and hang on the city park till like 4 am tripping our brains out…..in my town the law enforcement officials didn’t actually give a shit so long as you stayed out in their way. Acid was a big factor again then ….and we did numerous it. It used to be almost a rites of passage. Can you pass the Acid check? LSD….take a go back and forth without ever leaving home…….Blame it on Owsley!
